Apprenticeship to Power
(1958-1963)
After celebrating his thirtieth birthday with a month of festive hunting, Zulfi
flew to Geneva early in March 1958 to chair the Pakistan delegation to the United
Nations Conference on the Law of the Sea. His boon shooting companion, President
Mirza, had personally chosen him for that prestigious assignment. Zulfi was grateful,
writing, shortly after he reached Switzerland to reassure Mirza of his “imperishable and
devoted loyalty to you.” “I feel that your services to Pakistan are indispensable,” Zulfi
fawned. “When the history of our Country is written by objective Historians, your
name will be placed even before that of Mr. Jinnah. Sir, I say this because I mean it, and
not because you are the President of my Country,” he added, trying to convince himself
that it wasn’t gross sycophancy. “I do not think I could be found guilty of the charge of
