Why Pakistan Is Still Not Ready for Hybrid Education

Digital learning begins with institutions, not internet connections.

WHEN the Covid-19 pandemic shuttered classrooms across the world, Pakistan's education system performed what appeared to be an extraordinary feat. Within weeks, universities migrated to Zoom, schools experimented with online classes, television channels broadcast lessons, and teachers who had never before delivered a virtual lecture suddenly found themselves navigating digital platforms. To many observers, the crisis seemed to herald the arrival of a new educational era. Hybrid learning, they argued, was no longer an aspiration but an accomplished reality.


The appearance, however, was deceptive.


The pandemic did not reveal Pakistan's readiness for digital education. It exposed its fragility.


The distinction matters because emergency adaptation is not the same as institutional preparedness. A society that survives an earthquake has not necessarily learned how to build earthquake-resistant cities. Likewise, a university that manages to complete a semester online has not created the foundations of a sustainable hybrid education system.


As policymakers once again speak of digital transformation, virtual universities and blended learning, Pakistan risks mistaking a temporary response for a permanent solution.


The central question is not whether hybrid education is desirable. It almost certainly is. The real question is whether Pakistan possesses the institutional architecture required to make it equitable, effective and sustainable.


At present, the answer remains no.


The first obstacle is neither software nor pedagogy. It is inequality.


Digital education assumes that every learner possesses three essentials: reliable internet connectivity, an appropriate digital device and a quiet place to study. For millions of Pakistani students, none of these conditions exists.


The challenge is particularly acute in rural Pakistan, where the overwhelming majority of primary schools are located. Internet connectivity remains inconsistent, electricity outages are frequent and many households continue to share a single mobile phone among several family members. Even where mobile networks are available, the cost of data packages and digital devices remains prohibitive for low-income families.


Technology, in other words, risks reproducing existing inequalities instead of reducing them.


This reality becomes even more troubling in a country where millions of children remain outside the formal education system. If access to education increasingly depends upon digital connectivity, those already excluded are likely to become even more invisible.


Educational inequality would become digital inequality.


Yet infrastructure alone does not explain the problem.


Pakistan also suffers from a less visible but equally significant deficit: the absence of a national digital knowledge commons.


Countries that have successfully integrated online learning did not merely purchase learning management systems. They invested in publicly accessible educational resources. The Massachusetts Institute of Technology's OpenCourseWare initiative demonstrated that world-class university education could be shared freely with learners across the globe. Similar initiatives by Yale, Harvard and other universities have created vast repositories of lectures, reading materials and course content that remain permanently available.


Pakistan has made encouraging beginnings. The Higher Education Commission's Digital Learning and Skills Enrichment Initiative has expanded access to international online courses, while several universities have developed their own digital platforms.


These efforts deserve recognition. But they remain fragmented.


What Pakistan still lacks is a comprehensive national repository of high-quality university lectures, textbooks, laboratory demonstrations and teaching materials aligned with local curricula and available free of cost to every student, regardless of institutional affiliation or financial capacity.


Knowledge should not disappear behind subscription fees or institutional boundaries. A genuine public education system must treat educational content as a public good. Perhaps the greatest weakness, however, lies not in our technology but in our treatment of teachers.


The quality of digital education ultimately depends upon the quality of those who design and deliver it. Hybrid teaching is not simply traditional lecturing through a webcam. It requires expertise in instructional design, digital assessment, online engagement, multimedia learning and educational technology. These are professional competencies that must be cultivated through systematic training.


Yet many university instructors entered the digital classroom with little formal preparation. The situation is compounded by a deeper structural problem.


Across both public and private universities, higher education increasingly depends upon underpaid visiting faculty employed on temporary contracts with limited job security and delayed remuneration. Such arrangements may reduce institutional costs, but they also reduce institutional commitment. It is unrealistic to expect educators treated as temporary labor to invest hundreds of additional hours designing sophisticated online courses, producing digital content or mastering new pedagogical approaches.


Educational transformation cannot be built upon professional insecurity. If teachers themselves remain precarious, teaching will remain precarious. For this reason, Pakistan's debate on hybrid education often begins at the wrong end.


We discuss platforms before pedagogy, software before scholarship and technology before institutions. The true infrastructure of education is not fibre-optic cable. It is professional educators, trusted institutions and accessible knowledge.


Digital technology merely amplifies the strengths or weaknesses that already exist. The path forward therefore requires structural rather than cosmetic reform.


First, Pakistan needs a publicly funded National Open Learning Platform through which universities collectively produce and freely share complete undergraduate courses, recorded lectures, laboratory demonstrations and learning resources. Educational knowledge financed through public funds should remain publicly accessible.


Second, investment in digital infrastructure must prioritize equity. Expanding broadband coverage, improving connectivity in underserved regions, subsidizing devices for disadvantaged students and zero-rating educational websites would ensure that geography and income no longer determine educational opportunity.


Third, universities must invest seriously in faculty development. Digital pedagogy should become an integral part of academic professional development rather than an emergency skill acquired during crises. Stable academic careers, fair compensation and continuous training are indispensable prerequisites for educational innovation.


Most importantly, Pakistan must recognize a broader truth. Hybrid education is not fundamentally a technological project. It is an institutional one.


The countries leading the knowledge economy did not become educational leaders because they adopted digital platforms. They adopted digital platforms because they had already built strong universities, invested in teachers and treated knowledge as a strategic national asset.


Technology cannot compensate for weak institutions. It can only magnify them.


Pakistan's educational future will not be determined by the speed of its internet connections alone. It will be determined by whether we possess the political will to build institutions worthy of the technology we hope to use.


Only then will hybrid education become more than a digital aspiration. It will become a genuinely democratic instrument of national development.
